TRANSFORMASI MANAJEMEN KESEHATAN HALAL: MENELISIK PELUANG, TANTANGAN, REGULASI, DAN STRATEGI RUMAH SAKIT SYARIAH DI INDONESIA
Abstrak
The increasing demand for healthcare services aligned with Sharia principles has driven the emergence of Sharia hospitals as part of the national halal ecosystem. However, these institutions currently represent only 2.46% of the total number of hospitals in Indonesia. Sharia hospitals serve as a form of integrating Islamic values into healthcare management—not only in medical aspects but also in governance, service ethics, and the use of halal-certified products. This article examines the transformation of Sharia hospital management in Indonesia by highlighting strategic opportunities, implementation challenges, accompanying policies, and strategies to address those challenges. Management approaches such as SERVQUAL and Total Quality Management (TQM), along with principles of Good Corporate Governance and maqāṣid al-sharī‘ah, form the foundation for building a professional and sustainable system. This study adopts a descriptive qualitative method based on literature review. The data sources include government regulations, academic literature, reports from organizations related to the halal industry, Sharia hospital certification standards from MUKISI and DSN-MUI, and electronic media relevant to the research theme. Opportunities for Sharia hospitals include business perspectives through comprehensive and Islamic-based services, quality of care encompassing not only technical medical aspects but also spiritual dimensions, governance based on Islamic values, and a review of change management that enables Sharia hospitals to grow. For optimal transformation, strategic steps are needed, including market differentiation and segmentation, policy advocacy and integration, development of integrated Sharia human resources, collaboration within the halal ecosystem, integration of SERVQUAL and SJARS, Sharia governance and transparency, and transformational strategies.
